Decisions of the AIBA Extraordinary Congress
The AIBA Extraordinary Congress was held in Baku (Azerbaijan) on Saturday, September 24, 2011 and the following main decisions were taken:
- Further to BBC News allegations and to a proposal made by Boxing Canada President, Mr Pat Fiacco, AIBA National Member Federations unanimously passed the following motion:
"The delegates of the 2011 AIBA Extraordinary General Congress support the action of AIBA President Dr Wu in establishing a Special Investigation Committee and that the delegates support the denial in the strongest possible terms that AIBA/WSB accepted an investment from Azerbaijan in exchange for 2 gold medals at the London 2012 Olympic Games or indeed any improper purpose"
- Subsequent to the launch of AIBA Professional Boxing (APB) program and to allow the APB as one of the official programs of AIBA, to approve the amendments of AIBA Statutes as follows (main amendments) including other non-APB related issues:
- Appeals on decisions made by the AIBA Disciplinary Commission will no longer be heard by the AIBA Executive Committee or the AIBA EC Bureau any longer
- In circumstances where a National Federation has been excluded in accordance with the provisions of article 18, Boxers to such excluded National Federation, notwithstanding the exclusion of such Boxer's National Federation, shall be permitted to compete in APB and/or WSB competitions
- AIBA recognizes the Court of Arbitration for Sport (CAS), with headquarters in Lausanne, Switzerland, as the authority to resolve appeals in accordance with the World Anti-Doping Code only
- AIBA recognizes the jurisdiction of CAS in relation to any dispute covered by Rule 59 of the Olympic Charter.
- To ratify the exclusion of the Romanian Boxing Federation subject to CAS's final decision on RBF's appeal against the exclusion decision
- To ratify the new membership of the Thailand Boxing Association (TBA); however, the recognition of the Amateur Boxing Association of Thailand (ABAT) will be maintained until CAS's final decision in the case concerning ABAT
In addition, in recognition for their invaluable and lifelong contribution, dedication and strong commitment to the sport of boxing and to AIBA, the AIBA Order of Merit was bestowed to:
- Mr Emil Pektov Jetchev from Bulgaria
- Mr Herbert Embuldeniya from Sri Lanka
- Dr Sakchye Tapsuwan from Thailand
and a commemoration plaque was presented in memory of the late Dr Johannes Vilonel, former AIBA Medical Commission Member from South Africa, to his daughter Mrs Adri-Mari Vilonel, for his invaluable and lifelong contribution, dedication and strong commitment to the sport of boxing and to AIBA and for all his achievements.
