On Monday, January 11, 2010, AIBA sent out letters to its National Federations (NF) announcing that it had defined the Out-of Competition doping plan for 2010. As part of the plan, AIBA identified the Registered Testing Pool (RTP) for the 2010 Whereabouts program, sending the NFs a list of boxers from each country who were selected for the program.

The letter included:

• Instructions for the athletes location form
• Information on TUE (Therapeutic Use Exemption)
• Athlete Guide (this booklet provides an overview of the Code, and includes athlete rights and responsibilities relating to the doping control)
• ADAMs User Guide for Athletes
• The Updated Prohibited List 2010 and Summary of Modifications 
• WADA Anti-Doping Code

"It is crucial that you as the National Federation and the boxer(s) make full use of the guidelines provided," the letter said.
